Results of the trip to the UEVP and FVE General Assembly in Brussels
The Chairman of the Board of the PO SVBO Kletsov Andrii Mykhailovycha reported on the results of the trip to the International Conference of the General Assembly of the UEVP and FVE in Brussels (November 16-18, 2023) and the importance of the international associations of the FVE UEVP FECAVA for Ukraine.
The main topics of the delegation's report were:
- The problem of rabies in Ukraine. The threat to EU countries, the need for help with the vaccine, informing the population and specialists about this;
- Discussion of drafts of the Law of Ukraine "On Self-Governing Veterinary Body";
- Prospects for joining the PO "SVBO" to the international veterinary associations of the EU countries. As a result of the negotiations, the PO "SVBO" received an invitation to join FECAVA, to become an equal member of the international organization, to have access to projects and support. Integration of the Ukrainian public organization into the European system. The main requirements are the availability of practicing small animal veterinarians (who are members of the PO "SVBO") and the payment of entry and annual fees.
Grant program “SaveVets_SafePets”
Andriy Mykhailovych Kletsov reported on the work of 3 grant programs "SaveVets_SafePets" from international sponsors Mightyvet and Trupanion. Andrii Mykhailovych said that during the 3 grants we covered more than half of the territory of Ukraine - 17 regions, 40 veterinary licensees of Ukraine. 7416 animals were operated on, of which 76% were cats, 24% were dogs. The number of people who were helped - 4876 people. The number of performed manipulations is 22,248 procedures. The average cost of a complex service is $44.50 (sterilization, identification, vaccination, including all costs). Part-time work with Save Pets of Ukraine та U-Hearts
As noted by Andrii Mykhailovych, cooperation with Save Pets of Ukraine and U-Hearts, under the control of Anastasia Ivanichenko, was new in the third grant. Aid to volunteers and shelters was provided together with the "SaveVets_SafePets" project. Clinics were provided with chips, a complex vaccine and animal passports. Caregivers and owners - feed and anti-parasitic treatment. Operated: 51 - dogs and 154 - cats.
Experimental project "Registration and identification of animals"
Board member Oleksandr Yuriyovych Khodyuk spoke with information about the active work of the Organization and communication with state authorities: the Ministry of Agrarian Policy and Food of Ukraine (meeting was held on December 6, 2023, Kyiv), as well as communication with the State Production and Consumer Service. Discussion of the experimental project on the introduction of registration and identification of domestic animals. Representation of their position by representatives of the PO "SVBO" on this issue to the state authorities.
Membership in international veterinary organizations
Chairman of the general meeting Andrii Mykhailovych Kletsov noted that joining the international organization FECAVA is a good opportunity for the PO "SVBO" to exchange experience with European colleagues and the first steps towards the formation of modern Ukrainian veterinary medicine. Andrii Mykhailovych spoke about the prospects of the Organization's development, promotion of its interests at the next meeting of the General Assembly of UEVP and FVE, which will be held in Kolobrzeg. About organizing a visit of WVA and UEVP members to Ukraine, to establish better communication and cooperation with international organizations.
Unanimous vote for the budget for 2024.
Report on collected funds, plans for further financial contributions of the Organization's members, plans for the Organization's activities. Andriy Mykhailovych Kletsov proposed to revise the size of the entrance and membership fees in an upward direction, since the size of the contributions has not been revised for several years and does not correspond to the current conditions. Calculation of membership fees depending on the population in the point where you carry out veterinary practice activities.
Settlement with population:

100-500 thousand - UAH 4,000 per year;
500 thousand - 1 million - 6,000 hryvnias per year;
More than 1 million - 8,000 hryvnias per year.

All present members, both offline and online, supported the proposal of Andriy Kletsov, Chairman of the Board of the PO "Society of Veterinary Business Owners", regarding the approval of the budget for 2024.
Also present were the guests in the person of the Director of the Audit firm "Zeus" - Anna Mykhaylivna Kletsova, who spoke with information about the active cooperation of the members of the PO "SVBO" with the Audit firm "Zeus", as well as the attorney association "Gallex", which provides legal support for the Organization's activities. . She spoke about the benefits of cooperation with the organization for members of the PO "SVBO" and the consultations held in 2023.
Cooperation with lawyers' union "Gallex" in 2024
1) legal support for the activity of a public organization (consulting, development of internal documents, regulations, contracts, support in the organization of the activities of the governing bodies of the PO) 2) support of grant projects (development of a scheme of interaction with grant recipients, consulting on taxation, development of contracts, other related documents) 3) legal support for licensees who are members of the PO (consulting on current legislation and innovations, analysis and development of legal documentation for licensees who are members of the PO). Within the framework of cooperation with POs, sample documents on interaction with clients, personnel documentation, personal data protection, and work during quarantine were developed. 4) legal support of POs when interacting with regulatory bodies (analysis of legislation, preparation of appeals to the Ministry of Agrarian Policy, the State Production and Consumer Service, etc. regarding issues of interest to POs of the CIS and its members). 5) individual legal assistance to members of PO SVBO (consulting, development and analysis of documents, support in conflict situations, legal representation both on individual issues and within the framework of subscriber service).
