The Voice of Ukraine at the FVE General Assembly: New Laws, Licenses in "Diia", and Artificial Intelligence in Veterinary Medicine

Yesterday, on June 12, 2026, at the General Assembly of the Federation of Veterinarians of Europe (FVE) in the Finnish city of Rovaniemi, a historic event took place for our entire professional community.

The NGO "Union of Veterinary Business Owners" (uacbbc.org) delivered a comprehensive report to European leaders on how Ukrainian veterinary medicine is developing and transforming even amidst a full-scale war.

First of all, we would like to express our deep and sincere gratitude to the FVE President S. Moder and the entire Board for giving us the floor, for their comprehensive support, and solidarity with our country. Your platform allows the world to see the true face of a Ukrainian veterinary doctor: unbreakable, modern, and development-oriented.

Our joint report consisted of two important blocks: an emotional connection with the global community and a presentation of powerful innovative changes in our legislation.

Andrii Klietsov: The Invincibility of Ukrainian Veterinarians and Professional Unity

I began my speech to the delegates by thanking them for the incredible energy we felt from our European colleagues:

"Good morning, dear colleagues. It is wonderful to see you all full of energy and smiles after yesterday's busy working day and, of course, after such a productive karaoke evening. Your energy reminds me of the invincibility of Ukrainian veterinary doctors. It proves: no matter where we are from, we share the same professional spirit, the same dedication, and have the same hearts.

Yesterday, many of you asked us: 'What is happening in Ukraine now?'. Thank you for your concern and for not remaining indifferent. Yes, we still live in conditions of war: with sleepless nights and extremely stressful days. But at the same time, we continue to work, learn, develop, and stay firmly connected with the global veterinary community."

We should be proud of our doctors. Despite all the challenges, we are not just surviving; we are setting new trends in the veterinary business.

Nataliia Klietsova: European Integration, Digital Transformation, and AI in Veterinary Clinics

To demonstrate to Europeans our real steps towards EU standards, we presented Ukraine's latest achievements in modernizing veterinary management.

Today, Ukraine is going through a stage of colossal transformations:

  • A new legislative vector: On March 2, 2026, a new stage of the Law of Ukraine on Veterinary Medicine and Animal Welfare came into force. This is a fundamental reform and a highly important step towards full synchronization with European Union standards.
  • Total control of drug quality: The new regulatory framework introduces clearer requirements for veterinary drug prescriptions. We are implementing mandatory Good Distribution Practice, enhanced pharmacovigilance, and full traceability of drugs at all stages of supply. This is critically important for patient health, food safety, and the global fight against antimicrobial resistance.

  • Digitalization of licensing via "Diia": Ukraine is rapidly moving into the digital era. Veterinary licensing has now been fully transferred to a digital format via the "Diia" platform and the Unified Electronic System of Permitting Documents. Clinics can apply for a new license or make changes online. All licenses are publicly available in the national register. This makes the process transparent, fast, and free of bureaucracy.
  • Artificial intelligence in private practice: The private veterinary sector in Ukraine is not just adapting; it is an engine of innovation. As an example, we cited the VetDopomoga clinic network, which successfully uses the artificial intelligence platform Dr.Vet AI. This tool helps doctors analyze X-rays, keep accurate medical records, document drug usage in real-time, and adhere to the highest standards of treatment.
  • Unified State Register of Animals: Ukraine is in the final stages of developing the Unified State Register of Animals and their Owners. This will ensure transparency, introduce digital veterinary passports, and strengthen the surveillance of infectious diseases.

We concluded our speech with an emotional appeal to the audience:

"Please, look at me for a few seconds. Let's give a round of applause to the Ukrainian veterinary doctors who, despite all obstacles, continue to save animals, support people, and preserve the dignity of the veterinary profession!"

And the hall gave a standing ovation. This applause was for each of you: administrators, assistants, doctors, surgeons, and clinic owners in Ukraine.
